Spain Will Remove Catalan Leader, Prime Minister Announces

Mr. Rajoy said the Catalan government had never offered real dialogue with the central government in Madrid but had instead tried to impose its secessionist project on Catalan citizens and the rest of the country in violation of Spain’s Constitution. He said his government was putting an end to “a unilateral process, contrary to the law and searching for confrontation” because “no government of any democratic country can accept that the law be violated, ignored and changed.”Mr. Rajoy said he planned to remove the Catalan leader, Carles Puigdemont, and the rest of his separatist administration from office. The central government was also poised to take charge of Catalonia’s autonomous police force.Mr. Rajoy did not ask to dissolve the Catalan Parliament, but instead said that the president of the assembly would not be allowed to take any initiative judged to be contrary to Spain’s constitution for a period of 30 days, including trying to propose another leader to replace Mr. Puigdemont.Mr. Rajoy said that his goal was to arrange new Catalan elections within six months, so as to lift the measures taken under Article 155 as soon as possible. However, it’s unclear how such elections would be organized or whether they would significantly change Catalonia’s political landscape, let alone help to resolve the territorial conflict. In fact, the steps announced by Mr. Rajoy run a serious risk of further inflaming an already volatile atmosphere in Catalonia, where tens of thousands braved Spanish national police wielding truncheons to vote for independence during the barred Oct. 1 referendum.Continue reading the main storyMr. […]

Trump’s R.S.V.P. to Macron: Yes to Bastille Day in Paris

Ever since their death grip of a handshake in Brussels in May, the personal dynamic between Mr. Trump and Mr. Macron has seemed less like a budding friendship than a polite prizefight — a mixture of bluff and bluster by two alpha males intent on claiming an edge.Continue reading the main storyMr. Macron told a French newspaper that the prolonged handshake was deliberate — “a moment of truth” intended to show Mr. Trump that he would not “make small concessions, even symbolic ones.”Mr. Trump rooted openly for Mr. Macron’s far-right opponent, Marine Le Pen, in the French election this spring. At their first meeting, before a NATO gathering, Mr. Trump and Mr. Macron spoke over lunch about Article 5, the clause in the NATO treaty stipulating that alliance members will come to each other’s defense.Newsletter Sign UpContinue reading the main storyThank you for subscribing. An error has occurred. Police Officers in Helicopter Attack Venezuela’s Supreme Court

It was not clear if the assault resulted in any casualties or where the attackers were on Tuesday night. Despite Mr. Pérez’s claims, it could not be determined how much support, if any, the attackers had. In any case, they did not come close to overthrowing the government.Continue reading the main storyIn pictures of the helicopter attack that circulated online, a man who looks like Mr. Pérez appeared to be piloting the aircraft as a second man, in a balaclava, held a sign that said, “Art. 350, Libertad.”Experts said it was a reference to Article 350 of the Venezuelan Constitution, which encourages people to “disown any regime, legislation or authority that runs counter to democratic principles and guarantees, or that undermines human rights.”Elsewhere in Caracas, opposition members of the National Assembly said they were being besieged by armed government supporters.Ernesto Villegas, Venezuela’s minister of communications and information, said on national television that President Nicolás Maduro had been briefed on “an act of violence” launched from a helicopter that belongs to a law enforcement agency.Mr. Villegas characterized the event as an “uprising against the republic, the Constitution.”Mr. Maduro condemned the attack in a televised address, calling it part of a “coup plot.”He said the assailants had launched grenades, including one that did not explode, while a “social event” was taking place in the court complex. The gunmen fired from the helicopter into offices and then flew over the building, he said.PhotoVenezuela’s president, Nicolás Maduro, said the attack was part of a “coup plot” and took place during a “social event.”Credit Reuters“They could have left several dozen deaths,” Mr. […]
