Trump to Congress: Fund the Wall or I’ll Shut the Government

Hard-line conservative nationalists such as Stephen K. Bannon, the chief strategist ousted from the White House last week, have counseled the president to take a hard line on wall funding to buck up his political base after the embarrassing defeat of legislation to repeal the Affordable Care Act.But the president’s Tuesday-night salvo introduced fresh and potentially explosive irritant into his relationship with congressional Republicans, whose backing he badly needs in the coming weeks. The president wants to push through a tax overhaul by year’s end, which would require Republicans to approve a budget to trigger special procedures — known as reconciliation — that would allow the package to pass the Senate with only 51 votes, instead of the 60 required to bring most legislation to an up-or-down vote.A budget resolution is always difficult, but it will probably become entangled in another divisive issue, the debt ceiling: The Treasury Department has estimated that the government will reach its borrowing limit sometime in October, at which point Congress will have to vote to increase the debt limit to avoid a default. Most pressing, the government will run out of money on Oct. 1 unless Congress acts to approve new government spending bills. It would probably the first time a government shut down while under complete control of one party. But in that conflict, the president may have handed Senate Democrats the whip. They can now filibuster any spending bill that contains wall funding, forcing Republicans to strip out the money and challenge Mr. Trump to veto it.Newsletter Sign UpContinue reading the main storyGet the Morning Briefing by EmailWhat you need to know to start your day, delivered to your inbox Monday through Friday.Thank you for subscribing. An error has occurred. Lowey of New York, the senior Democrat on the Appropriations Committee, called the president’s threat “the polar opposite of leadership,” and said government money should instead be spent on health care, education and job creation, among other pressing needs.Continue reading the main story“If the president follows through on his threat to shut down the government, he and his enablers should be held fully accountable,” Ms. Lowey said.Republicans, too, privately vented their dismay at the president’s tactics and language, which promised to further chill an already dysfunctional relationship between him and Senator Mitch McConnell of Kentucky, the majority leader. Angry Trump Grilled His Generals About Troop Increase, Then Gave In

In the end, these officials said, Mr. Trump accepted the logic that a “big military” approach was needed to prevent Afghanistan from again becoming a launching pad for terrorism against the United States. Steve Bannon, Back on the Outside, Prepares His Enemies List

“The president was buoyed to election by capturing the hearts and minds of a populist, nationalist movement,” Alex Marlow, Breitbart’s editor in chief, said Friday evening. “A lot of it was anti-Wall Street, anti-corporatist, anti-establishment. And now we’re seeing that a lot of these guys remaining inside the White House are exactly the opposite of what we told you you were going to get.”Mr. Bannon’s long enemies list will include anyone he deems hostile to the nationalist, conservative agenda that he viewed himself as the guardian of in the White House. And his most personal causes will involve some the biggest fights that lie ahead between President Trump and Congress.VideoBannon Ousted: Inside His Controversial TenureStephen K. Bannon, President Trump’s outgoing chief strategist, has been criticized as being emblematic of the far-right nationalism that turned violent in Virginia last weekend.By A.J. Full Transcript and Video: Trump’s News Conference in New York

Just blocks away is the Empire State Building. It took 11 months to build the Empire State Building. But today it can take as long as a decade, and much more than that. Many, many stories where it takes 20 and 25 years just to get approvals to start construction of a fairly routine highway. Highway builders must get up to 16 different approvals involving nine different federal agencies governed by 29 different statutes. One agency alone can stall a project for many, many years and even decades. Not only does this cost our economy billions of dollars, but it also denies our citizens the safe and modern infrastructure they deserve. This overregulated permitting process is a massive, self-inflicted wound on our country […]
