Gullible home owners across the nation bought “special toilet paper” and various other supplies so their septic tank systems could pass bogus federal regulations.   Three FBK Products of West Palm Beach, Florida employees pleaded quilty of duping consumers into buying as much as 70 years worth of the special toilet paper, according to prosecutors.
