Top Russian Official Tried to Broker ‘Backdoor’ Meeting Between Trump and Putin

These contacts were set against the backdrop of a sophisticated effort by Russia to hack Democratic computers, disseminate propaganda and undermine Mrs. Clinton’s candidacy. The latest disclosure about Mr. Torshin, who is a leading figure in Mr. Putin’s party, United Russia, shows the direct involvement of a high-ranking Russian official in the Kremlin’s outreach to the campaign. The overture to the Trump campaign was first reported by CNN. The New York Times confirmed new details, including Mr. […]

Trump Says Putin ‘Means It’ About Not Meddling

“Every time he sees me he says, ‘I didn’t do that,’ and I really believe that when he tells me that, he means it,” Mr. Trump said of Mr. Putin. “I think he is very insulted by it, which is not a good thing for our country.”His remarks came as the investigation into the Trump campaign’s ties to Russia deepened, with disclosures over the past two weeks showing that there were more contacts between Trump campaign advisers and Russians than were previously known, and that senior campaign officials were aware of them.On Sunday, Mr. Trump seemed to walk his comments back a bit, saying that he did not dispute the assessment of the nation’s key intelligence agencies that Russia had intervened in the 2016 presidential election.“As to whether I believe it or not, I’m with our agencies, especially as currently constituted with their leadership,” Mr. Trump said at a news conference in Hanoi alongside Vietnam’s president, Tran Dai Quang […]

What to Know About the Dossier of Trump Research and Who Paid for It

Democrats argue that who paid for the research is irrelevant to the veracity of its claims, which they say should be thoroughly investigated. Yet some of the Democrats who funded the dossier have been leery about being associated with it. The lead Perkins Coie lawyer representing both the campaign and the D.N.C., Marc Elias, pushed back earlier this year when asked whether his firm was the client for the dossier, whether he possessed it before the election and whether he was involved in efforts to encourage media outlets to write about its contents. On Tuesday, the veteran Democratic consultant Anita Dunn, who is working with Perkins Coie, explained Mr. Elias’s earlier response. “Obviously, he was not at liberty to confirm Perkins Coie as the client at that point, and should perhaps have ‘no commented’ more artfully,” Ms. Dunn wrote in an email. Is this sort of research common or legal?Campaigns and party committees frequently pay companies to assemble what’s known in politics as opposition research — essentially damaging information about their opponents — and nothing is illegal about the practice. However, Republicans and campaign watchdogs have accused the Clinton campaign and the D.N.C. of violating campaign finance laws by disguising the payments to Fusion GPS on mandatory disclosures to the Federal Election Commission. Their disclosure reports do not list any payments from the Clinton campaign or the D.N.C […]

Flake’s Speech Bore Marks of Mormon Faith as Well as Politics

Cutting Taxes Is Hard. Trump Is Making It Harder.

Lindsay Walters, a White House spokeswoman, dismissed such concerns.“The president has been clear and consistent on his top priorities for tax reform: giving middle-income Americans a tax cut and bringing the corporate rate down to 20 percent or lower,” she said. “It shouldn’t be a surprise to anyone that he is continuing to voice his support for policies that will achieve those goals.”On Capitol Hill, Mr. Trump’s negotiating style can be unsettling. Mr. Trump “can shift on a dime, and he has many unformed policy positions,” said Representative Charlie Dent, Republican of Pennsylvania. “We have to worry about him shifting positions.”As Republicans finalize the legislative rollout of their tax plan, they are wrestling with several controversial ideas that could be included to help offset the overall cost, which is estimated to be as high as $2.2 trillion over 10 years. Those ideas include phasing in Mr. Trump’s signature proposal to cut the corporate tax rate, reducing it gradually to 20 percent from 35 percent to help lessen the revenue hit in the first decade. The corporate tax cut is estimated to cost as much as $2 trillion over 10 years, though that does not factor in any economic boost from the cut.Lawmakers have also discussed making the corporate and personal income tax cuts temporary. Both of those ideas would likely meet resistance from businesses, which are eager for an immediate and permanent tax cut, and Mr. […]

How Does a Democrat Run for Re-election in a Trump State? Very Carefully

For Mr. Donnelly, his hold on office already perilous, supporting a Republican tax bill is only the latest possibility he must consider in the delicate dance of running for another term next year in a state Mr. Trump carried by nearly 20 points. He needs Republicans in great numbers to cross over and vote for him, so being on the wrong side of Mr. Trump carries great risk. At the same time, he must not alienate his Democratic base, many of whom distrust any kind of relationship with the president. After the president called him out, Mr. Donnelly tried to laugh it off in the moment, but did not find it funny. “This is something I have not experienced before,” he said in an interview in this suburb of Indianapolis.“I actually told his folks, ‘You have one of the most unusual sales tactics I have ever seen. I said, ‘In my experience when you are trying to have someone like your product or buy your product, you’re usually nice to your customer.’”More important, the ultimatum did little to get the president closer to winning Mr. Donnelly’s support […]

Senate Approves Budget Plan That Smooths Path Toward Tax Cut

“This is the last, best chance we will have to cut taxes,” said Senator Lindsey Graham, Republican of South Carolina and a member of the Budget Committee, who warned that the consequences would be ruinous if the party failed.“That will be the end of us as a party,” he said, “because if you’re a Republican and you don’t want to simplify the tax code and cut taxes, what good are you to anybody?”Mr. Trump took to Twitter shortly after 1 a.m. to congratulate the Senate majority leader, Mitch McConnell — whose tensions with the president have been well-documented — for a “first step toward delivering MASSIVE tax cuts for the American people!”Others were quick to condemn the blueprint. Senator Bernie Sanders, independent of Vermont and the ranking member of the Budget Committee, declared the budget to be “extremely cruel,” and Senator Chuck Schumer of New York, the Democratic leader, said it would burden the middle class.“This nasty and backwards budget green-lights cuts to Medicare and Medicaid in order to give a tax break to big corporations and the wealthiest Americans,” Mr. Schumer said. The Senate approved the budget blueprint after considering a flurry of amendments, a tedious process that gives the minority party an opportunity to force the majority to endure politically difficult votes. One Democratic amendment that was rejected sought to stop tax cuts from going to the top 1 percent; another would have restored cuts to Medicare.Newsletter Sign UpContinue reading the main storyGet the Morning Briefing by EmailWhat you need to know to start your day, delivered to your inbox Monday through Friday.Thank you for subscribing. An error has occurred.
