Trump Administration Takes Step That Could Threaten Marijuana Legalization Movement

But the move seemed certain to increase the confusion surrounding whether it is legal to sell, buy or possess marijuana in the United States. Federal law has long prohibited those activities, and in 2013, after voters in Colorado and Washington State voted to decriminalize marijuana for recreational use, the Justice Department deliberated about how to handle the resulting disconnect between state and federal law.Ultimately, the Obama administration decided not to sue such states, and the Justice Department issued a policy memo instructing federal prosecutors to de-prioritize marijuana-related prosecutions in those states — except in certain cases, such as when there were sales to children, gang-related activity, or diversions of the product to states where it remained entirely illegal. That guidance was known as the “Cole memo” after the then-deputy attorney general who issued it, James Cole. The federal government’s hands-off approach allowed a new industry to flourish in states that had decided to legalize and regulate marijuana use and sales for recreational and medical use. In Colorado, one of the first states to broadly legalize the drug for adult use, marijuana sales now top $1 billion each year and thousands of people work in the industry, in jobs ranging from “bud trimmers” to marijuana tour guides for out-of-state visitors.Where Marijuana Is Legal6 states have legalized recreational and medical marijuana, and allow the sale of recreational marijuana.2 states and D.C. have legalized both uses but do not currently allow sales.*21 states allow medical use only.WAMENDMTORMNNYMIMAPAOHNVILCACOARAZNMFLAKHIDCMDDENJCTVTNHRI6 states have legalized recreational and medical marijuana, and allow the sale of recreational marijuana.2 states and D.C. Trump’s First Big Twitter Day of 2018: Analyzing Nuclear Buttons and the ‘Corrupt Media’

Building the WallThen, Mr. Trump praised the National Border Patrol Council for praising his administration. The Border Patrol Council, a union representing about 18,000 agents and agency employees, has long supported the president and his pledge to build a wall between the United States and Mexico. The union endorsed him during the election. Shortly before Mr. Trump cinched the Republican nomination, he was interviewed on the union’s podcast and said, “I have you 100 percent in my mind and I have your back, believe me.”The Tax OverhaulThe president patted himself on the back for the passage of the tax legislation that he said has led to bonuses for workers around Christmas. Companies such as AT&T and Comcast announced plans to give workers bonuses tied directly to the changes in tax law. Some companies may be trying to get on his good side. […]

Glowing Auras and ‘Black Money’: The Pentagon’s Mysterious U.F.O. Program

Officials with the program have also studied videos of encounters between unknown objects and American military aircraft — including one released in August of a whitish oval object, about the size of a commercial plane, chased by two Navy F/A-18F fighter jets from the aircraft carrier Nimitz off the coast of San Diego in 2004.Mr. Reid, who retired from Congress this year, said he was proud of the program. “I’m not embarrassed or ashamed or sorry I got this thing going,” Mr. Reid said in a recent interview in Nevada. “I think it’s one of the good things I did in my congressional service […]

A Rite of Passage for a Los Angeles Mayor: A Natural Disaster

As the fires began, Mr. Garcetti, who has lived through his share of fires and earthquakes, sought to reassure a city watching the fast spread of out-of-control fires, whipped by Santa Ana winds and with the potential to inflict catastrophic damage across wide swaths of the city.“These are days that break your heart,” he said. “These are also days that show the resilience of our city.”By Thursday night, with the smoke cleared and most of the flames gone, Mr. Garcetti appeared visibly relieved over how Los Angeles had been, at least relatively, spared. This was hardly the most severe disaster California has endured — fires in other parts of the state were more challenging to their elected leaders — and if one believes the predictions of geologists, the worst may be yet to come. But it offered some insight into the style of this mayor, something of a test after six years in charge — and at a time when Mr. Garcetti has encouraged a bit of national attention by suggesting he may want to run for president. In Los Angeles, especially at moments like this, there are few jobs as critical as fire chief. And it was Ralph M. Terrazas, whom Mr […]

Hong/Associated PressThe year-end fires sweeping Southern California this week have raised a worrisome question: Where is the rain? The rainy season typically starts in October and lasts through April, with the heaviest rain coming from December through March. Precipitation has been at or above-normal in Northern California, but there has been little rain in the south.Since Oct. 1 just 2.3 inches have fallen in Los Angeles, and 1.15 inches in San Diego, which is way below the normal rainfall for that period, according to the California Department of Water Resources. That lack of precipitation is one reason fires have exploded across Southern California this week, officials said. Thousands of people were evacuated across Los Angeles County and in the path of another fire in Ventura.Continue reading the main storyIt is too soon to ring any drought alarm bells. Still, the memory of the long, punishing drought that ended last year — the worst in this state’s modern history — remains fresh. And a report earlier this week by the Lawrence Livermore National Laboratory said that atmospheric conditions caused by global warming, including the creation of a resilient, water-blocking atmospheric ridge, means even less rain in the future.Continue reading the main storyContinue reading the main story“I still have a drought hangover so I wake up worried about drought,” said Felicia Marcus, the head of the state Water Resources Control Board.Southern California is dealing with the same collection of forces that accounted for the intensity of the wine country fires: an unusually wet winter led to extensive brush growth and a record-hot October baked the growth into kindling. The final ingredient was the heavy Santa Ana winds whipping across Southern California.“It was sort of a trifecta for Napa and Sonoma,” Ms. […]
