About New York: In the Best of Times, the Worst of Rides

Why?Among many proposed explanations — more people working from home, spells of bad weather, competition from ride-hailing apps like Uber — one likely factor looms over all.The mass transit system has been failing. Transit crises have been recurring episodes in the saga of New York for more than a century. This one stands out because of how bad things have gotten in extraordinarily good times. […]

‘This Is Like in War’: A Scramble to Care for Puerto Rico’s Sick and Injured

On the ground, Puerto Rico remains a patchwork of desperate fixes, with 3.4 million people improvising ways to get much-needed medicine, diesel for their generators, food for their shelves and water to either drink or bathe in. With no choice, people wait and wait, some as long as a day for gas or hours for food at local supermarkets, which are letting in 25 people at a time to avoid mayhem. There is some progress. The governor said Tuesday that 450 of the island’s 1,100 gas stations are now working. Two days ago, that number was 181.Health scares are mounting […]

Amid Chaos of Storms, U.S. Shows It Has Improved Its Response

And the pain was felt far away as well: in Jacksonville, where there was still major flooding from epic storm surge, heavy rains and rising tides; in Georgia, where at least 1.2 million customers were without power Tuesday; and in Charleston, S.C., where Irma’s effects coincided with high tide, causing some of the worst flooding since Hurricane Hugo, which devastated the area in 1989.The political will Mr. Wolshon cited has arisen, in large part, from the two defining, and very different, disasters of the century: the Sept. 11, 2001, terrorist attacks, and, four years later, Hurricane Katrina, whose floodwaters put most of New Orleans underwater and left more than 1,800 people dead. The terrorist attacks in New York and Pennsylvania revolutionized the way American government coordinated disaster response. Katrina stimulated a new and robust conversation about the power of natural disasters, and, more specifically, forced Americans to rethink the growing threats from floodwater. These issues have become central themes for government in recent years, and Richard Serino, a former deputy administrator of the Federal Emergency Management Agency, said he was not surprised that the response to the storms thus far has gone relatively well.“It’s no accident,” he said. “We’ve been training people for this for the last 16 years.”These events, and other disasters before and after, have fed into the collective knowledge of how a modern nation should respond to hurricanes, serving as catalysts for improvements in weather forecasting, evacuation policies and hurricane-resistant building practices.Experts said all of them most likely played a role in keeping the death tolls lower than expected in the last few weeks. The planning and response also benefited from a few lucky turns in the weather, the growing sophistication of personal technology — the iPhone did not exist when Katrina struck — and a public dialed in to the internet and tuned into 24-hour television news.Continue reading the main storyThe deadly problems posed by hurricanes are at once ancient and rather new: Hal Needham, a coastal hazard scientist who runs a private consulting business in Galveston, Tex., notes that it was not until after World War II that populations began to soar in the hurricane-vulnerable states of Texas and Florida. Damp, Dark and Disarrayed, Florida Starts Coping With Irma’s Aftermath

Power to Baptist Health South Florida’s hospitals in Miami-Dade County was sporadic, and each time the main supply failed, some areas would fall dark for eight seconds before the backup systems kicked in, said Wayne Brackin, the hospital group’s chief operating officer.“We have had significant and continuous power outages in most of the facilities, so we’ve been running off generators most of the time,” Mr. Brackin said.Emergency officials were contacting nursing homes on Monday to see whether they needed additional fuel for their backup generators or were having mechanical problems. Some of the state’s assisted living facilities, which also house people who depend on electrical medical equipment, had no backup generators and said on Monday that they were completely without power.Overnight from Sunday to Monday, floodwaters rose around a single-story nursing home in Palatka, about 60 miles south of Jacksonville […]

Trump to Monitor Hurricane as His Cabinet Descends on Camp David

PhotoPresident Trump with the first lady, Melania Trump, on their way to Camp David on Friday.Credit Al Drago for The New York TimesWASHINGTON — President Trump will monitor the impact of Hurricane Irma from the presidential retreat at Camp David on Saturday, officials said, as he holds the fourth full cabinet meeting of his presidency to discuss how to advance his administration’s priorities during the balance of his first year in office.Aides said Mr. Trump would receive hurricane briefings throughout the day as the powerful storm marches toward the southern tip of Florida, forcing millions of residents to flee the impending surge of water and brutally strong winds.“With gratitude for our first responders, and prayers for those in the storm’s path, America stands united — and I mean totally united,” Mr. Trump said in his weekly address, which was released Friday evening.Administration officials expressed confidence on Friday that the Federal Emergency Management Agency had the resources to respond to Hurricane Irma even as it continues to deal with the aftermath of the flooding in Texas and Louisiana from Hurricane Harvey.“I’m pretty comfortable in our ability and our capacity as leaders, but also as institutions to handle the various different things that come our way,” said Thomas P. Bossert, the president’s Homeland Security adviser. In his address, Mr. Trump pledged that “we will endure and come back stronger than ever before.” But in a tweet later Friday night, Mr. Trump raised concerns with a longstanding policy that prevents FEMA from providing grants to houses of worship that are damaged by hurricanes and other natural disasters.Three Texas churches that were damaged by Hurricane Harvey filed a lawsuit this past week arguing that the policy violates their constitutional right to freely exercise their religion. FEMA’s position for years has been that the constitutional separation of church and state prevents the use of federal money to build religious institutions.White House officials said the president had invited all of the members of his cabinet, and their spouses, to Camp David for the weekend.Among the agenda items for the cabinet meeting, officials said, is a discussion of Mr. Trump’s legislative agenda, including a push for an overhaul of the nation’s tax code, new investments in infrastructure, and his call for Congress to extend protections for the young undocumented immigrants known as “Dreamers.”“The goal is that Congress makes a permanent fix and that Congress actually does their job, and that we have responsible immigration reform that takes place over these six months,” Sarah Huckabee Sanders, the White House press secretary, said on Friday.Continue reading the main story […]
