Third Suspect Detained After Attacks in Spain

As the scope of the attacks began to emerge, perhaps the most troubling aspect was the apparent existence of a terrorist cell that coordinated the assailants’ actions that might, but for an accident while mixing chemicals for explosives, have been far more deadly. That mishap occurred just before midnight in the town of Alcanar, 120 miles southwest of Barcelona, and was first reported as a gas explosion. But as attacks unfolded in Barcelona Thursday afternoon and the resort town of Cambrils after midnight, the police soon made the connection to Alcanar.Continue reading the main storyThe attack in Cambrils, about 70 miles southwest of Barcelona, was halted by the police only after the driver of a compact Audi A3 rammed his vehicle into a group of pedestrians, the Catalan authorities said, according to news accounts. Seven people were injured. The Spanish newspaper La Vanguardia reported that the Audi had run through a security check at the entrance to the town, prompting a police chase. After driving into pedestrians, the five occupants emerged, wielding knives. […]

Government Report Finds Drastic Impact of Climate Change on U.S.

The report concludes that even if humans immediately stopped emitting greenhouse gases into the atmosphere, the world would still feel at least an additional 0.50 degrees Fahrenheit (0.30 degrees Celsius) of warming over this century compared with today. A small difference in global temperatures can make a big difference in the climate: The difference between a rise in global temperatures of 1.5 degrees Celsius and one of 2 degrees Celsius, for example, could mean longer heat waves, more intense rainstorms and the faster disintegration of coral reefs.OPEN GraphicGraphic: How Americans Think About Climate Change, in Six MapsAmong the more significant of the study’s findings is that it is possible to attribute some extreme weather to climate change. The field known as “attribution science” has advanced rapidly in response to increasing risks from climate change. The report finds it “extremely likely” that more than half of the global mean temperature increase since 1951 can be linked to human influence. In the United States, the report finds with “very high” confidence that the number and severity of cool nights has decreased, while the frequency and severity of warm days has increased since the 1960s. Extreme cold waves, it says, are less common since the 1980s, while extreme heat waves are more common.Newsletter Sign UpContinue reading the main storyInterested in Climate Change?Sign up to receive our in-depth journalism about climate change around the world.Thank you for subscribing. An error has occurred. It said the average annual rainfall across the country has increased by about 4 percent since the beginning of the 20th century. Parts of the West, Southwest and Southeast are drying up, while the Southern Plains and Midwest are getting wetter. With a medium degree of confidence, the authors linked the contribution of human-caused warming to rising temperatures over the Western and Northern United States. It found no direct link in the Southeast. The Environmental Protection Agency is one of 13 agencies that must approve the report by Sunday. The agency’s administrator, Scott Pruitt, has said he does not believe that carbon dioxide is a primary contributor to global warming.OPEN GraphicGraphic: 95-Degree Days: How Extreme Heat Could Spread Across the World“It’s a fraught situation,” said Michael Oppenheimer, a professor of geoscience and international affairs at Princeton University who was not involved in the study […]

Hero, Villain, TV Sensation: Spicer’s Fame Spread Beyond Washington

With Mr. Spicer in charge, the question of whether a briefing would be on camera or off — once an idiosyncratic concern of Washington insiders — turned into dinner table conversation around the country. On some days, soap operas were pre-empted to carry the White House news briefing live. Even the tabloid outlet TMZ got into the act, posting a grainy video of Mr. Spicer being ambushed by a critic at an Apple store.Mr. Spicer’s relationship with reporters was often strained, starting with his first appearance at the lectern, when he laced into the press corps, falsely accusing it of underestimating the size of Mr. Trump’s inaugural crowd. Though he chafed when reporters challenged him, sometimes for the benefit of a president he knew was watching, he often welcomed them to his office for gossip and, on occasion, soft-serve ice cream.Comedians could hardly believe their luck.“There’s a fount of material; it’s insatiable,” said Matt Negrin, whose obsessive Twitter chronicling of Mr. Spicer helped him land a job at “The Daily Show,” where he produced videos that captured Mr. […]

Health Care Overhaul Collapses as Two Republican Senators Defect

But President Trump was not ready to give up. Dems will join in!”Interactive GraphicWhere Every Senator Stands on the Revised Health Care BillA real-time count of every senator’s position.OPEN Interactive GraphicIn announcing his opposition to the bill, Mr. Moran said it “fails to repeal the Affordable Care Act or address health care’s rising costs.”“There are serious problems with Obamacare, and my goal remains what it has been for a long time: to repeal and replace it,” he said in a statement. In his own statement, Mr. Lee said of the bill, “In addition to not repealing all of the Obamacare taxes, it doesn’t go far enough in lowering premiums for middle-class families; nor does it create enough free space from the most costly Obamacare regulations.”By defecting together, Mr […]

Senate Republicans Unveil New Health Bill but Divisions Remain

With the revised bill, the majority leader, Mitch McConnell, Republican of Kentucky, had hoped to win the 50 votes he needs to win Senate passage. But the changes may not have been enough to bridge the vast divide that has opened between the Senate’s most conservative Republicans, who had vowed to destroy the Affordable Care Act “root and branch,” and its moderate Republicans, who worry that deep cuts to Medicaid would leave too many in their states without health care.Interactive GraphicWhere Every Senator Stands on the Revised Health Care BillA real-time count of every senator’s position.OPEN Interactive GraphicRepublicans said the revised bill would provide roughly $70 billion in additional funds that states could use to help reduce premiums, hold down out-of-pocket costs and otherwise make health care more affordable. The bill already included more than $100 billion for such purposes. But the new bill, like earlier versions, would still convert Medicaid from an open-ended entitlement to a system of fixed payments to states. In the event of a public health emergency, state Medicaid spending in a particular part of a state would not be counted toward the spending limits, known as per capita caps, a concession to moderate Republicans but perhaps not enough to get the 50 votes needed for passage.Continue reading the main storyOverall, the new version of the bill made broad concessions to conservative Republicans who had maintained that the initial draft left too much of the Affordable Care Act in place. Mr. McConnell then backfilled the bill with money intended to placate moderates. That jury-rigging of the bill left neither side completely satisfied. For instance, in a departure from current law, the bill would allow insurers, under certain conditions, to offer health plans that did not comply with standards in the Affordable Care Act. Senate Leaders Unveil Bill to Repeal the Affordable Care Act

It would also repeal virtually all the tax increases imposed by the Affordable Care Act to pay for itself, in effect handing a broad tax cut to the affluent, paid for by billions of dollars sliced from Medicaid, a health care program that serves one in five Americans, not only the poor but two-thirds of those in nursing homes. The bill, drafted in secret, is likely to come to the Senate floor next week, and could come to a vote after 20 hours of debate.GraphicThe Senate Is Close to a Health Care Bill, but Do Republicans Have the Votes? How senators have different priorities on health care.OPEN GraphicIf it passes, President Trump and the Republican Congress would be on the edge of a major overhaul of the American health care system — one-sixth of the nation’s economy. The premise of the bill, repeated almost daily in some form or other by its chief author, the Senate majority leader, Mitch McConnell of Kentucky, is that “Obamacare is collapsing around us, and the American people are desperately searching for relief.”Continue reading the main storyMr. Trump shares that view, and the Senate bill, if adopted, would move the president a great distance closer to being able to boast about final passage of a marquee piece of legislation, a feat he has so far been unable to accomplish. In the Senate, Democrats are determined to defend a law that has provided coverage to 20 million people and is a pillar of former President Barack Obama’s legacy. The debate over the repeal bill is shaping up as a titanic political clash, which could have major implications for both parties, affecting their electoral prospects for years to come.Mr. McConnell faces a great challenge in amassing the votes to win Senate approval of the bill, which Republicans are trying to pass using special budget rules that will allow them to avoid a Democratic filibuster. But with only 52 seats, Mr. […]
