Department of Justice, Christopher Wray, the Dow: Your Wednesday Briefing

• What are you afraid of? A new poll suggests it’s probably the Islamic State. Or climate change. Or, if you’re in the U.S., a cyberattack. • The old peanut butter trick. Health Care Briefing: Health Care Debate: McConnell Unveils Bill, Would Leave 15 Million Uninsured

Mr. Ryan’s assurances may just win the night. For all his bluster, Mr. Graham said he would trust the speaker.Sen. Johnson also looked like a yes.But Mr. McCain was holding out.Senate Republicans trim sails on ‘Repeal and Replace.’The turmoil came as Senate Republicans, unable to reach consensus on broad legislation to repeal and replace the Affordable Care Act, looked instead at chipping away at it.Besides the mandates, Senator David Perdue, Republican of Georgia, said the other item under discussion for the so-called Skinny Repeal is rolling back a tax on medical devices imposed by the health law.But to avoid a 60-vote threshold for passage, the bill must meet specific deficit reduction targets. It’s still not clear how those targets will be reached. Then there’s the question of what would come next. Republican leaders are assuring senators that the narrow repeal would be merely a vehicle to begin negotiations with House Republicans on a broader compromise to repeal and replace the Affordable Care Act. But some senators worry that they are being asked to vote for legislation they don’t like on a promise that it won’t become law — but they have no guarantee that the House won’t take it up and pass it.This might not have helped. As Republican senators seek assurances that the bill they are being asked to vote on won’t become law, the House majority leader, Kevin McCarthy of California, may have sent shivers down a spine or two in the upper chamber with this announcement. “While last votes are currently scheduled to take place tomorrow, Members are advised that — pending Senate action on health care — the House schedule is subject to change […]

Health Care, Donald Trump, Foxconn: Your Thursday Briefing

• Quotation of the day. “There is more space, and we are going to enjoy it more. Once we learn to adapt to dancing in that kind of area — ooh, it’s going to be lit.” — Maurice Matheson, a subway dancer, on adjusting to the seat-free New York City subway cars that were announced as a way to accommodate more passengers. Back Story In a terse ceremony 64 years ago today at the border between North and South Korea, an armistice ended fighting in the Korean War. The ceremony took 11 minutes, The Times reported. The signatories agreed to a cease-fire, but, the report noted, real peace remained elusive. Photo Budae jjigae, a soup that has its roots in the aftermath of the Korean War. Public Health: ‘Skinny’ Obamacare Repeal Would Clash With Republicans’ Health Care Promises

Fewer people would probably be covered under Medicaid, too. Over the last few years, signups for Medicaid have increased substantially, even among people who could have been covered before Obamacare expanded eligibility. Many of those people presumably didn’t realize they qualified for Medicaid and first tried to buy private insurance because of the mandate, before learning that they could get Medicaid and not have to pay a premium. Without a mandate, fewer people are likely to find their way into the program.Continue reading the main storyThe Congressional Budget Office thinks that eliminating the individual mandate would have substantial negative effects on the insurance market, raising prices and reducing enrollment. It is hard to imagine that more insurers would wish to participate in this smaller, sicker market. The budget office still needs to evaluate a skinny repeal bill, but it seems likely that the reductions in coverage from a mandate repeal would save the federal government enough money for the bill to comply with budget instructions. It is worth considering these effects in the context of Republicans’ criticisms of Obamacare itself. On the Senate floor Tuesday, Mr. McConnell assailed the health law as building unstable insurance markets and providing too little consumer choice. A skinny repeal would probably exacerbate those effects.OPEN GraphicGraphic: How Senators Voted to Consider the Republican Health Care BillPresident Trump has often criticized Obamacare as making insurance premiums too costly, with deductibles that are too high […]

Health Care Showdown: Senate Health Care Vote: What to Expect

The Senate majority leader, Mitch McConnell of Kentucky, says it is time for a vote.On Tuesday, he will have the Senate vote on a motion to proceed — in this case, on whether to take up a health care repeal bill that narrowly passed the House in May.Continue reading the main storyNobody expects that bill to become law. Instead, it would essentially serve as the vehicle for the Senate’s legislation. The House bill’s text would be swapped out for the Senate’s preferred language, whatever that ultimately is.How does the vote math break down?Republicans hold 52 seats in the Senate, and to be successful, they need a majority for the motion to proceed. In a deadlock, Vice President Mike Pence would break the tie in favor of proceeding.Only days after announcing he has brain cancer, Senator John McCain, Republican of Arizona, plans to return to the Senate on Tuesday.
