After a Dozen Hurricanes and 40 Years, Familiar Dangers With Higher Stakes

Years ago, banks and other businesses gave customers paper hurricane maps so that they could plot the latitude and longitude of developing storms. Now nearly everyone is glued to their phones and computers, watching projected storm tracks play out in real time.Still, many things have remained the same: Hurricanes often confound the forecasters. They don’t totally surprise anymore, but they drift past expected targets and, worst of all, they sometimes quickly become much stronger than expected. […]

The Monster Surge That Wasn’t: Why Irma Caused Less Flooding Than Expected

The surge also caused flooding in the enclaves of Coral Gables and Palmetto Bay. As Irma, now a tropical storm, traveled further north Monday, its eastern winds continued to push water up into the coasts of eastern Florida and Georgia, with parts of the region facing seven feet of storm surge. In Jacksonville, coastal surges and heavy rains have swamped the central business district and swelled the nearby St. Johns River. Sea-level rise caused by climate change also worsened the storm surge that did occur in many areas. In Miami, sea levels have risen roughly 10 to 12 inches in the past century. “That may not sound like a big deal, but when combined with a four foot surge, it can mean the inundation of thousands of more buildings,” said Dr. Needham. Still, the damage could have been far worse […]

Live Briefing: Hurricane Harvey: Storm Roars Ashore Near Corpus Christi, Tex.

Hundreds of thousands are without power. The storm remained a hurricane well after landfall, and conditions, including tornado warnings, made it difficult for the authorities to begin even preliminary damage assessments.More than 250,000 customers were without electricity early Saturday, a figure that was likely to increase. Corpus Christi urged people who were still in the city to boil water. But images and videos on social media showed substantial damage to buildings, including roofs and walls pulled away. Power lines were toppled, and phone service was down.Early rainfall totals were staggering. The National Hurricane Center said that an automated rain gauge near Victoria, a city of about 68,000 in the path of the storm, had recorded more than 16 inches in 24 hours. As rains picked up in Houston before daybreak on Saturday, the lights began to blink and, in some areas, go out. The city’s roads, largely quiet since Friday evening, were almost entirely empty. — ALAN BLINDER in HoustonRockport, in the storm’s path, took a direct hit.One of the cities hard hit by the storm was Rockport, a coastal city of about 10,000 that was in the hurricane’s path when it came ashore.VideoHow Do Hurricanes Happen? We explain how hurricanes form — and grow — when cold and warm air merge.By Aaron Byrd, Alexandra Garcia and Henry Fountain on Publish Date November 16, 2013.Photo by Aaron Byrd.Watch in Times Video »embed Charles J. How to Get People to Evacuate? Try Fear

“There are no excuses,” Mr. Scott said at a news conference in Tallahassee, the state capital. “You need to leave. Evacuate, evacuate, evacuate. Are you willing to take a change to risk your life? Are you willing to take a gamble? That’s what you’re doing.”Public officials should refrain from comparing pending storms with previous ones because every one is unique, with its own size, winds, rains and tracks, said Meghan McPherson, program coordinator of the emergency management graduate program at Adelphi University in Garden City, N.Y.Making comparisons can give residents a false sense of security, she said in an email.Make it geographically personalThe authorities should highlight areas to be evacuated and explain why the residents there are in danger. Officials can follow up with messages tied to specific deadlines and actions, Professor Walter Gillis Peacock, director of the Hazard Reduction and Recovery Center at Texas A&M University, said in an email. He suggested saying things like “now you should be” and “by 5 a.m. tomorrow you should be” and filling in the phrases with specific directions.Local authority figures, such as a mayor, police chief or county commissioner, are the best ones to deliver the news because they will be seen as more credible in a community, Ms. Beriwal said.Mr. […]
