‘Evil Attack’ in Virginia Is Domestic Terrorism, Sessions Says

Mr. Sessions, who is coming off weeks of pointed criticism from Mr. Trump over his performance as attorney general, was pressed to explain why the president had not forcefully condemned white nationalism.Mr. Sessions said the president had done so, but he was referring to an unattributed White House statement on Sunday that condemned “white supremacists,” not to comments Mr. […]

Trump Likes When C.I.A. Chief Gets Political, but Officers Are Wary

While in Congress, Mr. Pompeo argued for domestic surveillance on a wide scale, insisted that waterboarding was not torture and dismissed a hunger strike by detainees at Guantánamo Bay, Cuba, as a “political stunt.” He said he believed Hillary Clinton had engaged in covering up the 2012 attacks on the American diplomatic compound in Benghazi, Libya, even after a Republican-led House inquiry found no new evidence to support the claim. Like almost all congressional Republicans, he opposed the Iran nuclear deal negotiated by the Obama administration.Mr. […]

Behind the Sudden Death of a $1 Billion Secret C.I.A. War in Syria

The program did have periods of success, including in 2015 when rebels using tank-destroying missiles, supplied by the C.I.A. and also Saudi Arabia, routed government forces in northern Syria. But by late 2015 the Russian military offensive in Syria was focusing squarely on the C.I.A.-backed fighters battling Syrian government troops. Many of the fighters were killed, and the fortunes of the rebel army reversed.Charles Lister, a Syria expert at the Middle East Institute, said he was not surprised that the Trump administration ended the program, which armed and trained thousands of Syrian rebels. (By comparison, a $500 million Pentagon program that envisioned training and equipping 15,000 Syrian rebels over three years, was canceled in 2015 after producing only a few dozen fighters.)“In many ways, I would put the blame on the Obama administration,” Mr. Lister said of the C.I.A. program. “They never gave it the necessary resources or space to determine the dynamics of the battlefield. They were drip-feeding opposition groups just enough to survive but never enough to become dominant actors.”Mr. […]

Asian-Americans’ Complaint Prompted Justice Inquiry of College Admissions

A Justice Department spokeswoman, Sarah Isgur Flores, said on Wednesday that news media reports about the investigation were “inaccurate.” The department had refused to provide details about the project on Tuesday. Ms. Flores said the personnel announcement sought volunteers “to investigate one admissions complaint” filed on behalf of Asian-Americans who alleged racial discrimination in “a university’s admission policy and practices.”Newsletter Sign UpContinue reading the main storySign Up for the Race/Related NewsletterJoin a deep and provocative exploration of race with a diverse group of New York Times journalists.Thank you for subscribing. An error has occurred […]

Republicans in Congress Bypass Trump to Shore Up Health Law

In California, the state agency that runs the insurance marketplace announced on Tuesday that rates would increase by 12.5 percent on average next year. That is slightly lower than the rate increases Californians saw this year. But Peter V. Lee, the executive director of the agency, Covered California, said the average increase would be twice as high for popular “silver” plans if the Trump administration blocked the cost-sharing payments.“This policy allowed health plans to stay in the market when they might have left otherwise,” Mr. Lee said of the potential additional increase, which he called a “surcharge.”He added, “By the end of this month, we have to hear there’s clarity that the cost-sharing reductions will be made, or we will apply the surcharge.”In Kentucky, according to data posted by the federal government, Anthem has requested rate increases averaging 34 percent for plans covering 69,500 people. BlueCross BlueShield of South Carolina has sought rate increases averaging 33 percent.Newsletter Sign UpContinue reading the main storyGet the Morning Briefing by EmailWhat you need to know to start your day, delivered to your inbox Monday through Friday.Thank you for subscribing. An error has occurred […]

Trump Tries to Regroup as the West Wing Battles Itself
