She Broke Japan’s Silence on Rape

As the United States reckons with an outpouring of sexual misconduct cases that have shaken Capitol Hill, Hollywood, Silicon Valley and the news media, Ms. Ito’s story is a stark example of how sexual assault remains a subject to be avoided in Japan, where few women report rape to the police and when they do, their complaints rarely result in arrests or prosecution. On paper, Japan boasts relatively low rates of sexual assault. In a survey conducted by the Cabinet Office of the central government in 2014, one in 15 women reported experiencing rape at some time in their lives, compared with one in five women who report having been raped in the United States. But scholars say Japanese women are far less likely to describe nonconsensual sex as rape than women in the West. Japan’s rape laws make no mention of consent, date rape is essentially a foreign concept and education about sexual violence is minimal.Instead, rape is often depicted in manga comics and pornography as an extension of sexual gratification, in a culture in which such material is often an important channel of sex education. The police and courts tend to define rape narrowly, generally pursuing cases only when there are signs of both physical force and self-defense and discouraging complaints when either the assailant or victim has been drinking.Last month, prosecutors in Yokohama dropped a case against six university students accused of sexually assaulting another student after forcing her to drink alcohol.Continue reading the main storyAnd even when rapists are prosecuted and convicted in Japan, they sometimes serve no prison time; about one in 10 receive only suspended sentences, according to Justice Ministry statistics. This year, for example, two students at Chiba University near Tokyo convicted in the gang rape of an intoxicated woman were released with suspended sentences, though other defendants were sentenced to prison. Last fall, a Tokyo University student convicted in another group sexual assault was also given a suspended sentence.“It’s quite recent that activists started to raise the ‘No Means No’ campaign,” said Mari Miura, a professor of political science at Sophia University in Tokyo. News Analysis: It Started as a Tax Cut. Now It Could Change American Life.

All of this is taking shape at such extraordinary velocity, absent the usual analyses and hearings, that even the most savvy Washington lobbyist cannot be fully certain of the implications.Mr. Trump and the Republican leadership in Congress — stymied in their efforts to repeal Obamacare, and short of legislative achievements — have signaled absolute resolve to get a tax bill passed by the end of the year. As the sense has taken hold that Washington is now a trading floor where any deal is worth entertaining so long as it brings votes, interest groups have fixed on the tax bill as a unique opportunity to further their agendas.“There’s a Christmas-tree aspect to the bill,” said C. Eugene Steuerle, a Treasury official during the Reagan administration and now a senior fellow at the Urban Institute […]

TRUMP RULES: Why Has the E.P.A. Shifted on Toxic Chemicals? An Industry Insider Helps Call the Shots

The chemical safety law was passed after Congress and the chemical industry reached a consensus that toxic chemical threats — or at least the fear of them — were so severe that they undermined consumer confidence in products on the market. But now the chemical industry and many of the companies that use their compounds are praising the Trump administration’s changed direction, saying new chemicals are getting faster regulatory reviews and existing chemicals will benefit from a less dogmatic approach to determining risk. Rick Pitino Fired by Louisville Amid F.B.I. Investigation

Louisville’s athletic director, Tom Jurich, was placed on paid leave, Postel said, “until the board of trustees has an opportunity to evaluate his continued employment.”Jurich met with members of the university’s board Wednesday morning but left after only five minutes. Pitino met with the trustees soon after Jurich. His meeting, too, was short; one reporter waiting outside noted that the driver of the vehicle that delivered Pitino did not turn off its engine while he was inside. On Tuesday evening, Pitino denied any knowledge of, or responsibility for, the accusations detailed in the federal charges, saying in a statement: “These allegations come as a complete shock to me. If true, I agree with the U.S. Attorney’s Office that these third-party schemes, initiated by a few bad actors, operated to commit a fraud on the impacted universities and their basketball programs, including the University of Louisville.”Pitino was inducted into the Basketball Hall of Fame in 2013, recognition for a four-decade coaching career in college basketball and the N.B.A. With 770 wins over parts of 32 seasons, Pitino ranks 12th on the Division I career victories list — although that figure could change pending the appeal of the N.C.A.A. penalties announced in June. He is also the only college coach to win national titles with two different colleges, Kentucky and Louisville — although that distinction, too, could change if Louisville is forced to vacate its 2013 championship.Newsletter Sign UpContinue reading the main storyThank you for subscribing. An error has occurred. Immigration Officials Taking New Steps to Discourage Smuggling of Children

“The risks associated with smuggling children into the U.S. present a constant humanitarian threat,” ICE officials said in a statement. “The sponsors who have placed children directly into harm’s way by entrusting them to violent criminal organizations will be held accountable for their role in these conspiracies.”Newsletter Sign UpContinue reading the main storySign Up for the Race/Related NewsletterJoin a deep and provocative exploration of race with a diverse group of New York Times journalists.Thank you for subscribing. An error has occurred. Others have been abandoned by smugglers as they try to cross the border.Immigration advocates called the new enforcement policy a heartless way to try to reduce smuggling.“It’s extremely cruel when you started shutting down refugee applicants and rescinding protections for children brought to the country at a young age, to send this kind of message to parents trying to get their kids to safety,” said Chris Rickerd, policy counsel with the American Civil Liberties Union in Washington.Smuggling cases are among the most challenging to prove, and the biggest hurdle is identifying witnesses, who are likely to be undocumented and unwilling to help, according to Michael J […]

McCain Announces Opposition to Republican Health Bill, Likely Dooming It

For months, Mr. McCain has lamented a Senate legislative process that avoided hearings or formal bill-drafting procedures and excluded Democrats. On Friday, he said those tactics were intolerable.PhotoSenator Susan Collins, Republican of Maine, has expressed broad concerns about the legislation, strongly suggesting that she, too, would vote against it, just as she voted “no” in July.Credit Tom Brenner/The New York Times“We should not be content to pass health care legislation on a party-line basis, as Democrats did when they rammed Obamacare through Congress in 2009,’’ Mr. McCain said. “If we do so, our success could be as short-lived as theirs when the political winds shift, as they regularly do.’’A bill of this magnitude “requires a bipartisan approach,’’ Mr. McCain added. Those concerns were compounded by the decision of Republican leaders to press forward with a vote next week before the nonpartisan Congressional Budget Office could complete a full analysis of the Graham-Cassidy legislation. The budget office is expected to estimate the cost of the bill early in the week, but it indicated that it would not be able to complete an analysis of the bill’s effects on health insurance coverage or premiums by Sept. 30.That date is critical because Republicans, who hold 52 seats in the Senate, have until the end of this month to make use of special budget rules that would allow them to pass a repeal bill in the Senate with only a simple majority, rather than 60 votes. If Republicans could get 50 votes, Vice President Mike Pence would break the tie in their favor.“Of course, I’m disappointed,” Mr. […]
