In Minnesota, Outrage and Sorrow Over Al Franken Allegations

“If this is a one-off, I’m willing to give him some slack,” said Barbara Kueppers, 72, a retired lawyer from Minneapolis. She also said she supported a Senate ethics hearing into Mr. Franken’s behavior.“Are other things going to come out?” she continued. “Many of us, both professional and nonprofessional women, have been subjected to unwanted touching, kissing and other boorish behavior by our male colleagues. It’s time to end it.”Others said they had seen this brand of behavior from Mr. Franken before. During his Senate campaign in 2008, Republicans pointed to a column he wrote for Playboy in 2000 called “Porn-O-Rama!” that joked about visiting a sex laboratory; a sketch he proposed on “Saturday Night Live” in which the CBS journalist Lesley Stahl was drugged and raped; and comments at a Human Rights Campaign dinner, before he was in the Senate, that included jokes about lesbians.“I think Senator Franken has a track record and a history of inappropriate comments and actions,” Jennifer Carnahan, chairwoman of the Minnesota Republican Party, said in an interview. Conflicting Accounts in Niger Ambush Are Subject of Pentagon Investigation

The inconsistencies are at the heart of why the Pentagon has not been forthcoming with details about what happened in Niger, according to American military officials, who spoke on the condition of anonymity to discuss a continuing investigation. Four Americans were killed in the attack, including three Green Berets, as well as four Nigerien soldiers. Two Americans and six Nigeriens were wounded. The contradictions added to the major questions emerging about the attack: Had the soldiers acted beyond their planned mission without first gaining approval? And if they were given permission, who granted it?Military officials have said that the troops were on a reconnaissance patrol, which means they almost certainly were out to collect information on the Qaeda and Islamic State groups operating in the area; the American military has a list of Islamic State leaders they are targeting. For that mission, the commander of the American team would have needed approval from at least one or two higher levels — a subcommand in Chad and a task force commander in Germany, where the United States Africa Command is based.Once in the field, if the team wanted to change the mission to pursue a suspected Qaeda or Islamic State leader, the team leader would need to conduct a risk assessment and call for permission from his higher headquarters, according to current and former senior officials at the Africa Command who described how its soldiers conduct operations.PhotoThe four soldiers killed in Niger, from left, Staff Sgt. Wary of Hackers, States Move to Upgrade Voting Systems

Last month, a panel of state, federal and private election experts completed a sweeping revision of guidelines for manufacturers of new voting equipment, the first major overhaul in a dozen years. While the guidelines are voluntary, they are endorsed by all but three states, so manufacturers effectively must meet the new standards to sell their equipment in most of the nation.Of course, threats to democracy and fair voting — such as gerrymandered election districts and disinformation campaigns on Facebook and other social media platforms — go well beyond election technology. And so far state and federal funds have often failed to match the scale and urgency of the problem. But in a time of widespread skepticism about the security of American elections, ensuring people that their votes have been counted accurately has become a pressing demand.“What’s happening is a psy-ops operation,” said Mac Warner, the West Virginia secretary of state. “That’s what the Russians are running against us now, trying to erode confidence in our democratic process […]
