F.B.I. Investigating Deals Involving Paul Manafort and Son-in-Law

Last month, The Wall Street Journal reported that federal officials had requested his bank records from Citizens Financial Group, and NBC News said a subpoena had been issued for records related to a $3.5 million loan obtained last August by a shell company, Summerbreeze L.L.C., linked to Mr. Manafort. Fears Grow That U.S. Is Inching Toward Bigger Role in Syria War

Russia has retaliated by threatening to treat American planes as targets; in a dramatic “Top Gun”-style maneuver on Monday, one of Moscow’s jets buzzed within five feet of an American spy plane.Continue reading the main storyNone of these encounters involved the Islamic State. The contradiction opens a larger question, national security experts say, of what kind of broader strategy the Trump administration plans once the Islamic State — now on the defensive — is defeated in Syria. With each episode, “we own more of the conflict in Syria without articulating a strategy,” said Vali Nasr, dean of the Johns Hopkins School of Advanced International Studies. “We are sleepwalking into a much broader military mandate, without saying what we plan to do afterward.”American military gains in Syria have far outpaced any diplomacy toward a political settlement of the Syrian civil war. When President Barack Obama first began airstrikes against Islamic State targets in Syria three years ago, the instructions to the Pentagon seemed clear: Defeat the Islamic State through alliances with Syrians who oppose the brutal extremist group, but do not help them fight President Bashar al-Assad.The Islamic State is now reeling in Syria. It has been battered by strikes from a host of enemies, from the United States and its regional allies to the Syrian government that is backed by Russia and Iran. It no longer holds one-third of the country, according to American officials who say that the group has lost around half of the territory it once controlled. In past years, the Pentagon and its allies could stay out of the Syrian government’s way — and that of Mr. Assad’s backers in Russia and Iran — as all fought the Islamic State. Now, all sides are converging on a smaller piece of territory, resulting in competing forces increasingly turning on one another, in addition to the common enemy.Captain Davis, at the Pentagon, noted that when American-backed ground troops are confronted by “armed drones, that leaves us with no choice but to defend ourselves and our partners.”He said that the downing of an Iranian-made drone this week was done in self-defense […]

Saudi Arabia Rewrites Succession as King Replaces Heir With Son, 31

figure.prepend(style); }); }); Prince Mohammed has taken a hard line on Iran, saying in a television interview last month that dialogue with the Shiite power was impossible because it sought to take control of the Islamic world. “We are a primary target for the Iranian regime,” he said, accusing Tehran of seeking to take over Islamic holy sites in Saudi Arabia, which is home to Mecca and Medina […]

Supreme Court Rules for Bush Officials in Post-9/11 Suit

“If the facts alleged in the complaint are true, then what happened to respondents in the days following September 11 was tragic,” Justice Kennedy wrote. “Nothing in this opinion should be read to condone the treatment to which they contend they were subjected.”Continue reading the main story“The question before the court, however,” he wrote, “is not whether petitioners’ alleged conduct was proper, nor whether it gave decent respect to respondents’ dignity and well-being, nor whether it was in keeping with the idea of the rule of law that must inspire us even in times of crisis.”The legal question for the court, he said, was whether a 1971 Supreme Court decision, Bivens v. Six Unknown Named Agents, allowed suits for money against the officials said to have created the policy. The answer to that question, Justice Kennedy wrote, was no.Chief Justice John G. Roberts Jr. and Justice Samuel A. Alito Jr. joined all of Justice Kennedy’s opinion in Monday’s decision, Ziglar v. Abbasi, No. 15-1358, and Justice Clarence Thomas joined most of it.Three members of the court did not participate in the decision: Justice Neil M. […]

What Is World Oceans Day Meant To Do?

Each year on June 8 we celebrate World Oceans Day, a date designated by the United Nations to recognize our relationship with the ocean through many different ways of global connection. Around the world, through the World Ocean Network, The Ocean Project, and many other organizations with ocean interests, events will take place to highlight the value of ocean resources. There will be maritime festivals and beach clean-ups, school projects and environmental presentations the world over – in Africa and Asia, Europe and the Americas. What was once a bright idea is now an international event that for one brief moment focuses some part of ephemeral world interest on the ocean and its benefit for all mankind.Of course, every day is ocean day. We can claim that with the authority of the headlines that every day point to some ocean issue of import: the crisis of plastic pollution and growing, swirling gyres around the world, the catastrophic disaster of a failed drilling rig or shipping accident, piracy in Arabian waters, the trade impacts of an expanded Panama Canal, the security implications of melting sea ice and the opening of Northern Arctic passages, the decline of fisheries across the world economy, relaxed ocean regulations and increased drilling and mining, and the continuing, growing evidence of the negative impact of climate change on the ocean and its capacity for supporting all aspects of human survival. What is World Oceans Day meant to do? If all those concerned with ocean issues were to shout at once, there would be a compelling noise, enough to let us know that others around the world also care, enough to give us confidence that our whole is greater by the sum of our individual voices, and perhaps enough to penetrate the consciousness of a political structure that for the most part continues to ignore ocean issues, willfully waiting until it is too late. Don’t Cheer Up

On Thursday, President Trump announced he will withdraw the United States from the Paris Climate Agreement. If that makes you mad, good. If that makes you outraged and disgusted, even better. We have good reason. Even for a president whose administration has quickly earned a reputation for reckless and morally bankrupt policies, this appalling decision stands out, and the reaction both here and abroad has been withering. For the rest of the planet, the message is clear: Donald Trump has zero interest in being the “leader of the free world,” much less in international cooperation to solve global problems. […]
